Interview Summary
Fulbright first met Cooper in 1946. Cooper proved his independence from his party in his Senate term by voting with the leadership only 51% of the time. Fulbright remembers that the Senate Armed Forces Committee was not consulted about the Cuban Missile Crisis, they were simply informed of the administration's decision. Also, many Senators regard voting for the Tonkin Gulf Resolution as the greatest mistake of their careers. Cooper was one of about a half-dozen Senators who led the opposition to the Vietnam War.Interview Accession
