Interview Summary

In this oral history, Thomasenia Duncan talks about her childhood in Baltimore, Maryland and how her education affected her life trajectory. She describes her law school years, private practice at Covington and Burling, and service in Executive Branch agencies. Duncan then details what it was like to be the first panel executive for the Judicial Branch’s Panel on Multidistrict Litigation, including the changes she implemented under the guidance of Panel Chair Judge John G. Heyburn II.
