Interview with Clifford Barnes, November 14, 1983

Interview Summary

Mr. Barnes begins this interview discussing his family and personal background information, and how he became the Budget Director of Kentucky, and his transition to the position of Finance Commissioner. He speaks of his impression and relationship with Lawrence Wetherby. Barnes tells of how his department of finance was organized in 1951, of his working relationship with the Department of Revenue, the $10 million surplus the state of Kentucky had under Wetherby's administration, and of the budget of the 1950's. He compares the state budget of the 1950's to the 1980's and gives his opinion of the fiscal responsibility of Clements and Wetherby. Barnes concludes remembering his times with Wetherby, his resignation and discussing what he did after leaving Frankfort. Topic discussed included sales tax, income tax.
