Former LRC director James Fleming discusses the changing power of the LRC as it became involved in legislative reform efforts in the mid 1960's through the 1970's. Fleming reflects on Wendell Ford's legislative style, discusses his own role in restructuring the legislative process, talks about the power of the Rules Committee, gives his opinion of the change in the election schedule for the Kentucky General Assembly, discusses the evolution of leadership selection in the General Assembly following legislative independence,
