Interview Summary

Howard discusses the regional wastewater treatment plant in Harlan County, Kentucky. He describes the efforts of PRIDE in Harlan and the surrounding county and how they have helped fund the running of the plant. He also discusses other PRIDE efforts in the city and county, focusing on environmental education and how the environmental cleanup efforts PRIDE does are important for tourism in the area. Howard describes the issues with enforcing bill payment for sewer services and how limitations in funding have made it difficult to effectively operate in Harlan.
