Interview Summary

Dr. Jeff Hockaday (KCTCS Interim President 1998) is a higher education administrator recruited by Gordon Davies to function as Kentucky Community and Technical College System (KCTCS) Interim President from July through December of 1998. In this interview, Mr. Hockaday discusses the consolidation and reorganization of Kentucky's individual community and technical colleges into one unified system under still extant KCTCS President Michael McCall in order to meet the goals mandated by the Kentucky Postsecondary Education Improvement Act of 1997. Hockaday specifically discusses former Governor Patton's role in this complex and very politic process of actualization. He discusses the administrative makeup of KCTCS prior to his own involvement and how its composition changed, as well as factional tensions, challenges, and positives that he and Michael McCall encountered in the implementation of the administrative and technological infrastructure of this more unified system.
