Interview Summary
David Raphael worked in Peace Corps Headquarters from 1962 to 1965. He was a work-study student in 1962 and became a staff person after graduating from college. He took the civil service exam and was hired as a GS-5. He described the office as a loose operation and soon became the Liberia Desk Officer. David was also an escort officer which meant that he accompanied new training groups to help them get settled. He escorted a group to the Ivory Coast in 1962 and another to Liberia in 1963. David recalled the day that Kennedy was shot and gathering in Lafayette Square which was across from the office. There was a policy enacted by Sargent Shriver that overseas staff under 30 years old had to be a returned volunteer. Despite his years of service in headquarters there was no waiver for him.Interview Accession
