Interview Summary

This interview is the first of a two part interview with Gordon Garner. [See 1989OH162 Env 016 for the second interview.]

Gordon Garner gives a brief overview of his education and career. He talks about planning for growth and development in regard to the sewer system, and talks about replacing septic tanks with sewer lines. He talks about planning for growth and development in regard to transportation. He talks specifically about the proposed plan in Lexington to build a freeway through the center of the city, why he opposed such a plan, and the solution that was ultimately chosen.

Garner talks about various mayors of Lexington, focusing on Pettit, Amato, and Baesler. He talks about their policies and attitudes regarding growth and development versus preservation. He talks about beginning his employment at Metropolitan Sewer District (MSD) and the issues that he encountered, including politics, reputation with the community, and ecological disasters. He discusses how he and MSD changed attitudes in the community regarding storm drains and the conversion from septic tanks to sewage systems. He talks about the issue of sign control, and discusses the changes in the community now that people are more educated due to open access to information.
