Interview Summary
David Hackett was a member of the President?s Committee on Delinquency when the War on Poverty began in the 1960s. In this interview he discusses the origins of the phrases "War on Poverty" and "maximum feasible participation", as used in the Office of Economic Opportunity legislation. He discusses his opinions on how Community Action Programs should run and talks about how the War on Poverty changed when President Johnson took over for President Kennedy.Interview Accession
