Interview Summary
In this interview Winters describes his involvement with the policy making process since the enactment of KERA in 1990. Winters discusses which sources of information he finds most reliable when formulating policy changes and who has been most influential in his decision making. He also discusses the No Child Left Behind Act of 2001, the budget and education, and his position on primary and second education policy. Winters also expresses what he believes needs to be done to improve Kentucky education.Interview Accession
