Interview Summary
Jeffrey Apperson is a former Clerk of the United States District Court for the Western District of Kentucky.In this second interview, Apperson shares more memories of Western District judges, particularly his work with Judge John G. Heyburn II on the Judicial Conference Committee on the Budget, as well as the Judicial Panel on Multidistrict Litigation (“MDL panel”). He also discusses how the Western District’s international work led to his helping to create the International Association for Court Administration (IACA), and, in 2010, his leaving his district clerk position to join the National Center for State Courts (NCSC). Apperson ends the oral history by sharing his perspective on strengths and weaknesses of court systems around the world, including that of the United States.
